You are not required to accept the GNU GPL to use GNU GPLed software - If you don't accept the licence then you are only able to use the software under default copyright law - i.e. no redistribution, modification etc.
So, the windows installer should still install the software if you reject the licence.
GNU GPL licences not only modification and redistribution, but also using the software. If you think otherwise, please provide source of your statement so that it can be verified, or provide a convincing line of reasoning.
