FreeMind installation and FreeMind.exe is looking for Java in wrong places (I guess).

FreeMind 1.0.0 Beta 5 (but same happens with 0.9.0.)
(a) When installing there is a message that Java can't be found.
This shouldn't be true as Java is installed correctly, JAVA_HOME is set, and system environment variable PATH holds a path to java.exe (installation of Java 7 puts java.exe in C:\Windows\System32).
(b) When running Freemind.exe nothing happens. The program exits immediately without errors. I guess it looks for java.exe in wrong folders.
When I execute Freemind.bat, then it runs correctly.
As a workaround to make Freemind.exe work, it is enough to add Java "bin" folder to system PATH variable. For example in my case I have added: C:\Program Files\Java\jdk1.7.0_05\bin
After that Freemind.exe works.
This is an annoying issue that it took several days for me to find appropriate workaround.
