#1 heuristics analysis of packets

For FreeIPS 2, I plan on re-writing FreeIPS. Along with
the rewrite, I want heuristics analysis. Only do heuristics
if the option is enabled on a per-rule basis. Heuristics
analysis _cannot_ exist along with regex analysis per
rule (one can view regex as heuristics).

As of 07/14/2004, I plan on starting the rewrite while
maintaning 1.x.
