#19 Ratings conversion bot

This is an idea I sourced from a bot running on GICS. I
mentioned
this to jimy, because I wanted him to spend his time
here doing
something useful.

I might flesh this idea out and take it on myself sometime.

A bot that converts between USCF, ELO, ACF and other
ratings systems
would be good.
It would have to look at a person's rating on here, and
work out what
their rating in other systems would be. It should take
into account
the difference between the rating on ZICS and the other
ratings... so
for example if ZICS ratings average 20% higher than
USCF ratings,
then it adjusts down by that much
There's a bot on GICS that does this, I think (see help
addresses)
If you write this, do it in Perl or C, so I can run it
on the
server... it's the sort of thing that has to be logged
on all the
time to be useful.

The GICS bot actually just looks up a person's name in
a database and
spits out the result. This would be a useful bot too :)
