#14 echo tells and channel tells

Hyperbola at Sun Oct 15 2000, 10:57 EST: if you have
time, it would really be nice to see an echo of your
own tells and channel tells :)

This also requires implementation of the 'echo'
variable, otherwise mame spams channel 46 in response
to its own channel tells.
