#51 FCBs not working in new kernel

Under kernel build "Christian" (as well as previous releases), GEM/XM refuses to run.
The message is "Invalid syntax in ASSIGN.SYS", but ASSIGN.SYS (driver info for GEM/XM) works under XP and the drivers specified should work with my system.
The page I downloaded it at originally stated that it would not work under MSDOS 7.xx or FreeDOS because it requires FCBs to parse ASSIGN.SYS, and that it was "fixed" to not give the "Abort, Retry, Fail?" message.
FDCONFIG.SYS follows:
DEVICE=C:\DRIVER\HIMEMX.EXE
DEVICE=C:\DRIVER\JEMM386.EXE
DOS=high,umb
FCBS=8
FILESHIGH=32
