Cool. Looking at the WWC1D wiki, I see that it is PF#26 where this was raised, but it applied to native settlements there. European settlements may indeed be different. If you could check both that would be really helpful, especially in the case where you are already at war with the other player.

Here's an example of diplomacy with AI of the original.
When at war, entering with soldier causes immediate attack.
When entering with scout, you get possibility to "Meet with mayor", where you (possibly) can ask for peace (or insult them further). This example game was with conquistador difficulty (medium), but this does not matter.
you can demand tribute with military units, and scouts.
Can you try that again with a tribe that you are at war with? I am hoping that a tribute demand is not possible when at war, but that is what is being claimed elsewhere.

I went through the code again. AFAICT the tribute situation is correct. Did you have another specific complaint about "other diplomatic actions"? I can think of one (first contact with European nation) where we bring up a diplomacy dialog, which is not what Col1 did, but is a deliberate difference due to the multiplayer problem mentioned in BR#2891. Are there other cases where non-scout units are causing diplomatic actions?

And if you enter colony with soldier while at peace, you get possibilty to cancel.
you are right about indian villages, you can demand tribute with military units, and scouts.
Scouts can additonally ask to speak the chief.
How the indians react in each case i do not know currently.
