Summary: movement points incorrectly calculated

Initial Comment:
The pioneer in the attached savegame is able to move one field to the southeast or to the southwest without any movement points deducted if moved by mouse (Go To or middle mouse button). If moved by num block 1/3 movement point is deducted.

FreeCol 0.10.6 on Linux Mint 14 64bit.
