Just to throw out another idea into the mix - what about using PNG transparencies instead of dedicated transition graphics? Does the game engine support 8-bit transparencies, or could this be added? If so, we could just change our few tile graphics so that they have a slight semi-transparent "overlap". If tiles are drawn from north to south, later tiles would overlap earlier tiles and lead to an automatic transition. In this case, coast/beach graphics would probably need to be added in a second pass, after the terrain has been completely drawn, to hide the automatic transition between land and water tiles.
