Since they are essential for the colonies defense, shouldnt they be shared between the colonies?

One thing is keeping producing and selling what goes beyond the capacity of the colony to stock (even then possibly a mistake; why produce above certain levels?) but selling when other colonies require them, is foolish, IMHO, i cannot see the reason in that strategy.
