Is it possible to assign multiple office to one task?
Or Is it possible to use display.html and announces to handle the operator name instead the office?

I realize that also common tasks are not useful for me.
every time a new ticket is create it is associated with one office. I would like it could be assigned only when the office (or user) pulled a ticket.

Yes it's possible. You should add
Common tasks
instead of office specific tasks, checkout the attached image.The text-to-speech announcement text is not customizable as of the current release

I think you'll need to disable the
Strict pulling

Now I have to try a touch screen with a label printer...
