#16 Installation incomplete/PHP incomplete

The Installation is incomplete, the program couldn't
install 'php_openssl.dll'. MySQl works, PHP also. But if
there are variables or sessions it only shows the main
page.

e.g. file localhost/test/index.php then, there is a link to
localhost/test/index.php?action=contact I get only the
main page localhost/test/index.php !!

Why?

System: WinXP
Version: 3.0
