Then Vulkan will be even a bigger pain. Vulkan is geared for high performance game development where you have to manage everything. You need like 100 lines of code in Vulkan for 1 line of code in OpenGL. Hence going from OpenGL to Vulkan is a huge time investment. There are helper libraries around to reduce the management overhead but it's no easy task.
