#145 Dashboard tracebacks when ACL prevents metadata access

With latest code from CVS (2003-08-31)...

Accessing the Dashboard anonymously leads to
tracebacks when ACLs prevent resource metadata
access. Such conflicts should be handled more gracefully.

1. Go to the Dashboard. Make sure you're showing as
logged in as Anonymous.

2. Go back to home page. Click on ftss container. Click
on users container. You get a traceback because you
don't have read permission on all (or any) users.

3. Now go back to the ftss container and click on
groups. You get a traceback because you don't have
read access on group 'super-users'.
