#133 Special Character enconding changed

In the VM-Editor Version 3.2.5, the persistence format for special characters (here quotation mark ", lower than <, greater than, ampersand &) has changed compared to the previous versions.

The content should be:

Projektfortschrittsentscheidung <Projekt genehmigt>

The XML in 3.2.5 is:

<Titel>Projektfortschrittsentscheidung &lt;Projekt genehmigt&amp;gt;</Titel>

Apparently, when saving multiple times, it can also look like:

<Titel>Projektfortschrittsentscheidung &lt;Projekt genehmigt&gt;</Titel>

The XML before was:

<Titel>Projektfortschrittsentscheidung &#60;Projekt genehmigt&#61;</Titel>

Similar problems occur when using the quotation mark character ("). Sometimes the ampersand is encoded, sometimes not.

Of course, the intent of this request is to keep the persistence format equal across all versions, so that users with different editors do not produce CVS diffs/merge conflicts when commiting a seamingly unchanged version. The same should be true for indentation etc.
