#22 Raise scheduling priority for ucarp daemon

According to user feedbacks, the ucarp managed VIP will be transferred from the current ucarp master server to a ucarp backup server if the master server is under (incredibly) high load, even though it is still running.

One way which could help to prevent this is to raise the scheduling priority of the ucarp daemon, so that it is still able to send its advertisement packages in time. Either with the help of a low niceness value or a dedicated cgroup.
