Static VMs
Static VMs are visible to normal user, even when:
- They are stopped

Dynamic VMs
Dyn. VMs are visible to users, even when:
- No golden image is active
- The "Max number of running VMs" of the VM pool is reached (unsure about this)

Each is confusing to users.
