[FormProc-developer] Configuration interface

I have added a Configuration interface to the CVS a la Avalon.  I have made
a few modifications but the general concept is still the same.  I have also
modified the Validator interface to accept this Configuration interface for
configuration as well as the Rule interface for rules used in the
RuleValidator.

I have not tested it yet, but comments are welcome.
