#688 Bugs Options email setting causes an error when changing bugs

When i go to the page Admin -> Tools -> Bugs -> Options and set the fields "Email ticket notifications to" to an email address and "Send notifications for" to "All ticket changes", it lets me save those settings, but then there are 2 problems: 1) the emails never get sent when bugs are changed, and 2) every time we post to or edit a bug we get the error msg "unable to service the request at this time". When i remove the email address from the bug options settings, then we don't get that error msg anymore.

    It seems notifications were disabled for a number of projects, including yours. This has now been fixed. Please confirm that this fix is working properly now.
