In #27350 you misunderstood what I was trying to say.
Yes, Npackd is my project. Is is a package manager. Some of the packages are stored on sourceforge.net . Obviously, the package manager downloads packages from sf.net. It worked previously, but stopped some time ago.
Example:
Downloading WinMerge 64 bit 2.16.36: Error downloading https://sourceforge.net/projects/winmerge/files/stable/2.16.36/WinMerge-2.16.36-x64-Setup.exe: HTTP status code 403
I suspect that you block all downloads if they are not from a browser.
Could you please make an exception for my package manager and (re-)enable it for the agent strings starting with "Npackd/"?

Our team has looked into the reported issue and It looks like the MSIE at the end of Npackd/1.24.8.0 (compatible; MSIE 9.0) was triggering our block
We've updated the rules so everything should be good now.
