I understand how you can see this as the same issue.
Unfortunately, this is a different matter.
In that case, the report came from the project's administrator, who knew there were some files missing that they did not remove and we were expecting issues like that to arise due to some changes we were implementing, we also know this project wasn't affected by those changes.
It looks just the same as today, and the folders date back to 2013.
Those folders were probably created just to keep their releases organized.
The main thing to keep in mind here is that even if there were files in there.
If the administrator decided to remove them, it's their project and we cannot restore them.

In this case, we don't know if there were files in there in the first place.
I went back in time and checked (Dec 2022):
