As stated earlier, a project can only show their previously earned badges on their personal website, a project'page only shows badges awarded by SourceForge if they are earned recently or their download count is constantly up depending on the badge.
The only thing you can do for a badge to show up is to keep working on your project and get a larger userbase to reach the download count needed to earn one.
It looks like the project you mentioned, has the Open Source Excellence badge that is awarded for reaching 100,000 total downloads, or 10,000 monthly downloads.
They also have over 1 million downloads this week, that's why they still have it.
