This just started happening. For some reason, any attempt to download this specific file: https://sourceforge.net/projects/libjpeg-turbo/files/2.0.6/libjpeg-turbo-official-2.0.6.x86_64.rpm causes your system to redirect to https://sourceforge.net/projects/libjpeg-turbo/files/. Effectively, this means that attempting to download the file via wget results in an HTML file.

Yes, it appears to work now. Please clarify what the issue was and why it has now occurred twice. I don't want to have to keep filing a ticket every time I try to do a CI build.

It was a redirector issue.
Some mirrors have location restrictions
The issue occurs in less popular files that only appear on one mirror. Our process to select a different mirror didn't consider the case when there were no other mirrors to choose from, which caused the behavior your file experienced.
