It so happens that changes have been made to PDOS/386 so that it now supports some of the Windows API rather than the MSDOS API. So the new name is PD-Windows, for "public domain windows". And a couple of months ago there was a formal release.

It is written in C with some x86. It is genuine
public domain (not GPL etc).
It has reached the point where we’re largely
after products to be ported to PDOS/386, and
then fix the OS as required.
