#916 Disallow ticket creator to set owner

Currently when someone creates a new ticket he/she is allowed to pick the owner (assignee) of the ticket. It is however normally not up to the user to point out the volunteer who should pick up this task.

Is it possible to disallow users to assign ticket owners? If so, how? And if not, can you please change this?

P.S. I notice that in this FeatureRequest I can only select a Category.
