#674 Allow mobile users to view/use the download button directly

It's 2018, people who visit SF on a smartphone will want to actually download files to it, instead of reaching for their PC.
The "try to download anyway" hint is small and overshadowed by the big blue "send download address to PC" button, and especially for non-English users it might not be immediately obvious that they need to tap on that to actually download the file. How about we just swap their positions?
