This was an intentional change as part of the recent redesign. While some projects did use the custom download button label, overall it was not used very much. When we updated the design of the download button, we opted to simplify its appearance and not show filenames or labels within the button. (The filename is still accessible as hover text, or when on the download page)
We'll keep this request open, though, for people to vote and discuss if there is further interest.

I changed the field which used to be the file description, only to find that instead I'd changed the filename to contain Unicode characters and spaces, plus no extension.
Whether the description is needed or not, this is an unexpected gotcha and could cause a lot of consternation for downloaders. It arises because the filename field looks like the description field, and will likely be filled-in as such.
