#446 Add "CC:" feature for ticket system

After migrating from Google Code, we would really like to see the "CC: " feature included for ticket management. This allowed project admins to assign ownership of tickets while also notifying other developers of issues relating to systems they are working on.

Ideally, such a system would be based on permissions so that users in the Admin group would be able to flag users in either the Admin or Developer group as CC'd on a ticket. The result of this would be that those flagged developers/admins would be subscribed to that ticket, without requiring any action on their own.

This would mimic the functionality of being subscribed to a ticket after you edit it or make a comment on it - the difference here is, you would not be required to do something yourself, as the project admin can do it for you.

At the moment the workaround for this is the admin in question has to email the developer about the ticket so that they can subscribe to it manually. This obviously is a bunch of unnecessary steps. Alternatively, a developer can subscribe to all tickets, but this is hardly ideal as it generates quite a bit of spam in some cases.
