#259 Support non-ANSI symbols in name of uploaded file

(for now staged)
I've uploaded the file (with mostly cyrillic filename):
$ ls /tmp/OOoFBTools*.pdf
OOoFBTools. Часть I. Быстрое и удобное создание книг в формате FB2.pdf
But SF.net web interface showed:
Parent folder
Totals: 2 Items 2.8 MB
OOoFBTools. _ I. _ _ _ __ __ _ _ FB2.pdf(staged) < 10 mins ago 1.4 MB
…
instead of oryginal string.

Of course I can rename file to contain only ANSI symbols…
But I think it is an issue.
