#246 Add ticket tool option to disable email notifications


We have configured the ticket tool to send e-mail notifications to a mailing list. Therefore, it would be good to have an option that makes it possible to globally disable e-mail notifications from the ticket tool, to avoid getting duplicate e-mails.

I thinkt the configuration option should be in the tool itself, so that not everyone in the project has to go in and change his/her user account preferences. Also, even if I go into my preferences and disable notifications from the ticket system, this doesn't completely eliminate all notifications. I still get notifications for tickets that I have created myself, since each new ticket I create pops up as a new "tool" on the Subscription page, and by default this new "tool" has notifications enabled (maybe this is actually a bug - shouldn't it inherit the setting from the ticket tool?)
