#1 update outline selection / properties sheet

When changing the selection or cursor location in the Requirements Editor, the outline selection should be updated, and the properties view should present the properties of the requirement at the caret location of the editor.
The problem is that the StyledText widget fires no events when the location of the caret is changed.
