#902 Universal I/O FBs

To make the applications in 4Diac more independent from the hardware and therefore more reusable it would be helpful to have universal I/O function blocks. I created an input and an output FB, which can handle a simple boolean value. This FBs can be implemented in various devices (e.g. beaglebone, raspberryPI,...) with the HW-specific code.
