The Workbench is finally coming of age! It is now listed on Salesforce.com's developer.force.com site at http://wiki.apexdevnet.com/index.php/Workbench. All documentation has also been moved to that site and out of the application itself. The downloads and issue tracking have now been moved to Google Code site at http://forceworkbench.googlecode.com/
