#38 Convert normal font to Dotted font

Hi, I am wondering if I can convert a normal font to a dotted font using Font Forge. I use Ubuntu 20.04 and I have the SFD file ( attached ). I can use Windows 10 if required. The language is Malayalam, India. I tried looking for some guides to do this, but without success. It would be great to have some help.
