#23 generating Type 1 fonts under non-English locale

On generating Type 1 fonts under Russian locale with comma as decimal delimiter (most European countries do this), the ItalicAngle field in afm file is written using comma, for example, "ItalicAngle -14,04". It should be set LC_NUMERIC=C inside the code of fontforge before writing a Type 1 font. Try the attached file.
