There is a bit of a problem with the "Windows + <key>" hotkey solution. When I press "Windows + L" to lock my computer, Folder Menu now sees the "Windows" key as being stuck down. When I unlock my computer, any future presses to "W" and such open the associated Folder Menu options, until I press the "Windows" key again. That toggle puts Folder Menu back into its normal state.
This is particularly a problem because I often come back to my computer, forgetting to press the Windows key once to correct Folder Menu, and start typing in a document or email. This causes the Folder Menu menus to start popping up, messing up my typing/document.
