It's more of a code and release management guide.(for CVS, it will have t=
o
be revised for SVN) We use the SF project tracker to assign and prioritiz=
e
tasks among the devs.

We haven't had a problem with keeping everything on list, so far.  If it
becomes unmanageable, we could do something else.(additional forums or
lists)
