Let me see if I understand you correctly.  You see categories as either:

1) a completely separate concept separate of tags.  (containers are used
with feeds only, tags are used with items only)
2) a higher level grouping or container of tags.

I really don't have an opinion either way.  I *can* say that implementing
option #1 will be much easier.
