Sorry I've been out of it - finishing up a big assignment.
As kevin mentioned, I usually have taken care of the changelog. Any
dev is free to add/modify the changelog and check it back in. When a
release occurs, I generally: put out a call on the dev-list for known
changes, pull in any features/bugs that were closed on the current rev
off of SF, and glance through the cvs (now svn) log messages.
