I'm envisioning this categories panel being similar to the
general panel, but only showing feeds in a designated
category. I suggest that the category link next to each
feed on the main page link to this category panel.

with the category title next to each feed.

I think what he was referring to was the inverse: show a
listing of the categories and below, all of the feeds
belonging to that category:
Programming:
CocoaDevCentral
C++ News
World News:
CNN
BBC UK
Hong Kong Times
etc.
I think this could be done in a "categories panel" perhaps.
