Are seek operations (I'm talking about setMediaTime) on FLV files implemented as a progressive frame inspection or direct file positioning?

From my tests it seems it's progressive but I could be wrong, is this FOBS's implementation or is direct positioning unsupported by ffmpeg for FLV files?
