Shorten a comment: "well-known data" -> "known data"

Refactoring: Move the logic for calling GlobalAlloc and GlobalFree into setclipboarddata.lgo.
GlobalAlloc and GlobalFree are useless outside the context of the clipboard and the SETCLIPBOARDDATA is useless without GlobalAlloc and GlobalFree, so it makes sense to put them into the same sample code.

Incorporate a fix for RLE bitmaps that I had provided to the wxWidgets master branch.

Update the patch for imagbmp.cpp to be what I submitted to the wxWidgets master.
This doesn't use exceptions but instead tests that biClrUsed is in a reasonable range.

Add a DLLCALL sample for SetClipboardData()

Port BITSIZE to use wxWidgets for everything except BITINDEX 0.
This makes BITSIZE available on GNU/Linux platforms.

Add missing regression tests for BITSIZE

Stop DLLCALL from truncating "U" parameters at the first NUL for word inputs.
This enables a clever caller to pass arbitrary binary data.
The motivation for this is to be able to call ::SetClipboardData with a bitmap for the purpose of testing BITSIZE when BITINDEX=0.
