Fix grammar error: "devuelve" -> "devuelven"

Document that the width/height that's specified on the command line can be retrieved programmatically with MACHINE.

Change "es reducida" to "se reducen", which sounds more natural to me.
"es reducida" is grammatically incorrect because the sentence says the width/height change (estar would be more appropriate but also unnatural).

Strip down the release notes to what is strictly necessary.
I'm trying to get under some unknown limit that prevents SourceForge from showing the README.

Stop copying logohelp.css to www/in.
The Hindi manual has been abandoned.

Tag the source code used to build and test 8.1.0.
