Capitalize "output" for conformance to the style guide.

Fix a few problems with the LOCALMAKE example in .MACRO
- It had unbalanced parens (didn't work at all)
- It re-defined a buried library routine, so it would be buried.
- It didn't capitalize the names of procedures (style guide violation)

Move the example introduction for WINHELP outside of the code listing.
This was done for conformance to the style guide.

Fix an awkward wording about transparent pixels.
(The color isn't transparent, the color specifies the pixels which are transparent)

Move example introduction comments in GIFSAVE outside of the code listing.
This follows the style guide.

"GIF is popular" -> "GIF was popular".
Times have changed since this was written.

Comment out the Hindi portions of the installer.
Until Sanjay translates the manual, there's no benefit to including a Hindi option in the installer, since it's equivalent to the English option.
These parts were commented out with a special ";HINDI:" prefix to make it easier to re-enable the Hindi installer when the time comes.

Fix grammar error: fue popular -> era popular

Extend the release instructions to test on Windows 10.

Modify mixed ASCII/non-ASCII workspace tests for SAVE to include ASCII objects after the non-ASCII one.
This tests that the 'not ASCII' flag doesn't get overwritten if a subsequent ASCII object is processed.
