Refactoring: Add write_unicode_string()
This helper funciton prints a Unicode string, character by character.
This was done to remove code duplication.

Add a test to confirm that OPENAPPEND honors the BOM in the file.

Add test coverage for writing a binary file.
This is mostly a test that the high-byte of a character is ignored.

Test when READCHARs processes a Unicode file.

Remove some trailing whitespace.

Refactor to use WRITEBINARYDATA during test setup, where applicable.
This makes the test logic easier to read.

Add a test that SETREAD retains the encoding/mode of when the file was opened.

Add test coverage for CRLF -> LF conversion when reading files without a BOM.

Add test coverage for reading UTF-8 files with variations on EOL sequences

Add test converage for more variations on UTF-8 encodings
