Add a warning if two translations for colors differ only in case.
I recently discovered that German translate "DarkRed" as "DunkelRot" and "Maroon" as "Dunkelrot", meaning that the translation for Maroon does nothing. This warning will find all instances of this class of translation error.

Fix typo in warning (tranlates -> translates)

Print warnings for translated names which only differ in case which translate different English procedures.
I recently discovered that German translates `pennormal' as `normalstift' and `penpaint' as `Normalstift' and wanted to find/prevent other problems of this class.

Convert all startup scripts to UTF-8 so that (for example) a Russian FMSLogo can run on an English Windows.

Convert DEMO to UTF-8.
It contains German translations. This enables the German text to appear correctly if run on a German FMSLogo installed on a non-German Windows.

Stop setting character set in the content of the .CHM.
This stopped being necessary once the translation tables were converted to Unicode.

Remove references to CHARSET_ID from localizedstrings.h.
This is not needed now that all strings are Unicode.
