Remove trailing whitespace

Remove unexpected line breaks that were added by using the wrong perl.

Extend the build to support a Hindi translation of FMSLogo.
There is no ANSI code page for Hindi, so only the manual and installer are localizable.

Reword some parts to sound less redundant.

Make it so that position=0 is still the beginning of the file, even if a BOM exists.
Adding Unicode to the File API made READPOS/WRITEPOS more complicated, but keeping 0 as the beginning of the file is important for backward compatibility because it was documented that way.

Go back to using \xHHHH instead of \uHHHH to escape non-ASCII characters.
Even though \u has been supported since C++11, the latest i686-w64-mingw32-windres on Cygwin doesn't support it, which corrupted any non-ASCII character in the screen saver's dialog boxes.

To work around the problem that originally made me switch from \x to \u, mklocale.pl now splits the string literal wherever a new \x escape sequence "absorb" subsequent characters that happened to be hexadecimal digits. This results in uglier header files, but the real source code is the .txt files.
