Remove the paragraph about the Microsoft Speaker Sound Card Emulator.

I don't know what this is and I wasn't able to find any reference to it on the Web. I suspect that it's an long-defunct emulator that enables a PC speaker to act as a sound card on old versions of Microsoft Windows. Nowadays, sound cards are more common than PC speakers.

Fix typo: "each of these command" -> "each of these commands"

Add a link to the Spanish manual so that web crawlers can find it.

Fix the link to the CHANGELOG.TXT in the release notes.

Fix spelling errors in the HOWTO Localize FMSLogo page

Fix some broken link in the HOWTO Localize FMSLogo web page.

Add some notes about my experience with translating the manual into Spanish.

Thank Rosario Ruiz for providing a Spanish translation of the MSWLogo manual.
This served as a basis for the translating the FMSLogo manual into Spanish.

Add the Spanish documentation to the "website" target

Note that version 7.5.0 will include a Spanish manual, thanks to Rosario Ruiz whose translation of the MSWLogo it is based upon.
