Correct the description of how to save a procedure's definition in the minieditor.

This is a special case, according to the manual.

Tag the FMSLogo 7.3.0 release

Add performance results for FMSLogo 7.3.0 Windows 1033

Update the release instructions based on experience with the 7.3.0 release

Update the expected baseline error log based on the FMSLogo 7.3.0 test pass results.
This mostly adds the output from new tests and adds more description messages when instructions throw the wrong error.

Increment the version to 7.3.0 for a formal release.
This was motivated by the need to release the fix for Bug #518.
