Fix spelling mistakes in the documentation for ELLIPSEARC2.

Fix Bug #94; clarify the meaning of "startangle" input to ELLIPSEARC by separating the description of the arc from the position and orientation of how it is drawn.

Update the manual entry for ELLIPSEARC2 using the exact suggestions by Francesco Simone Carta.
Some future changes will be made for stylistic consistency, but I wanted to keep his changes separate from mine.

Use wxConfig to store user preferences on GNU/Linux.
This was done to fix an annoyance where the editor was always opened with a height of 0.
Even though the wxWidgets code should work on Windows, the existing Registry code
was retained for backward compatibility with any existing settings.

Add latest update from Stephen Vogel

Correct the order of the inputs for ELLIPSE2 and explicitly call out that they are in the opposite order as ELILPSE.
Also add a descriptive paragraph that explains how the ellipse is drawn.

Reconcile the WX_PURE and the WX_MSW implementations of the WAIT command so that there's only one implementation.
